Preheat the oven to 350 degrees Fahrenheit. Spray the bottom only of a 13 x 9 x 2-inch pan with non-stick cooking spray.
In small bowl combine 2 ⅓ cups all-purpose flour, 1 ¼ teaspoons baking powder, and ½ teaspoon salt then set aside.
In a small bowl, whisk together 1 tablespoon granulated sugar and 1 teaspoon ground cinnamon then set aside.
In large bowl, add ¾ cup unsalted softened butter . Using an electric hand mixer, beat the butter on high until creamy. Mix in 1 ¼ cups granulated sugar and ½ cup packed brown sugar. Gradually mix in 3 large eggs and 1 teaspoon vanilla extract into the sugar mixture until combined.
On low speed, mix in the flour mixture until combined.
Spoon half of the batter into prepared pan and spread evenly. Sprinkle the cinnamon filling mixture on top. Drop the rest of the batter by teaspoons on top of the cinnamon filling mixture.
Bake for 20-25 minutes until golden brown or until a toothpick inserted in the center comes out clean. Cool the bars for 1 hour.
In a small bowl, whisk 1 cup powdered sugar, 1-2 tablespoons milk, and¼ teaspoon vanilla extract until smooth. Drizzle the frosting on the cooled bars and enjoy!
