Preheat the oven to 400 degrees Fahrenheit. Line a baking sheet with parchment paper or aluminum foil and lightly spray with nonstick cooking spray.
Add 4 pounds chicken party wings, to a large ziplock bag. Add 1 tablespoon baking powder, 1 teaspoon garlic powder, 1 teaspoon salt, and ¼ teaspoon ground black pepper and shake to coat evenly. Place the coated wings on the prepared baking sheet.
Bake for 45-50 minutes, flipping the wings halfway through, until crispy and no longer pink, and the wings reach 165 degrees Fahrenheit on a meat thermometer.
While the wings bake, prepare the honey garlic buffalo sauce in a medium saucepan. Add 1 cup buffalo sauce, ¾ cup honey, ¼ cup packed brown sugar, 1 tablespoon Worcestershire sauce, and 1 tablespoon cornstarch. Cook over medium-high heat while whisking constantly, about 3-4 minutes, or until the sauce has thickened.
Once the wings are done baking, brush the sauce over them just before serving.
