Preheat oven to 350 degrees Fahrenheit and prepare a 9x13 inch baking dish by spraying it with cooking spray.
In a medium skillet over medium-high heat, cook the ground beef until it is even browned. Drain the excess fat.
Season the cooked beef with salt, pepper, and onion powder. Add the tomato sauce to the beef and simmer on low for 10 minutes, stirring occasionally. Remove from heat.
Cook the noodles according to package directions until they are al dente, drain and set aside.
In a mixing bowl combine the sour cream and cottage cheese. Add the noodles and stir to coat.
Spread half of the noodle mixture into the prepared baking dish, spread half of the ground beef mixture over the noodles, and top with half of the cheddar cheese. Repeat the layers ending with the cheese.
Bake uncovered for 20 minutes or until heated through, the cheese should be melted and bubbly.
Remove the dish from the oven and let it rest for a few minutes before serving.
