Preheat the oven to 350 degrees Fahrenheit. Line an 11 x 7 x 2-inch pan with foil and spray with non-stick cooking spray.
In a medium bowl whisk together 2 ⅛ cups all-purpose flour, ½ teaspoon salt, and ½ teaspoon baking soda. Set aside.
In a large bowl combine ¾ cup butter,1 cup light brown sugar, and ½ cup granulated sugar. Using a hand mixer, beat together until fluffy. Add 1 large egg, 1 large egg yolk, and 2 teaspoons vanilla extract and mix to combine.
Add the flour mixture to the butter mixture and mix until the dough comes together.
Stir in 1 cup chocolate chips. Spread half of the dough into the prepared baking pan.
Caramel
Add ¾ cup butter and 1 ½ cups granulated sugar to a medium saucepan and stir until the butter melts.
Add 1 (14-ounce) can sweetened condensed milk and 3 tablespoons light corn syrup then bring the mixture to a boil.
Reduce to a simmer and whisk for 6-8 minutes until the mixture reaches a golden caramel color. Stir in 1 teaspoon vanilla and ½ teaspoon salt,
Pour the caramel into the pan over the cookie dough. Drop tablespoons of remaining dough onto the caramel.
Bake for 30-40 minutes or until an inserted toothpick comes out clean. Allow the bats to cool completely before cutting them into squares.
